From page 27 of the SkyWest 10k date Dec 31 2016:
ExpressJet leases 24 gates and other premises of the Central Passenger Terminal Complex located on Concourse C and Concourse D at Hartsfield-Jackson Atlanta International Airport. The lease agreement is scheduled to expire on September 20, 2017.
So I guess we will see if the leases are renewed.

I have a close friend on the Wayne county airport commission, and Delta wanted to bulldoze part of the C concourse to park spare aircraft, however, the commission said no, the airport would lease them to other airlines. So, Delta decided to still pay on those gates, and boarded up the terminal.

The leases will be renewed, and then sub-leased to Delta again. Even if those gates were not going to be used, Delta would still find a way to keep them.
