LOL doubt it. At least because of that reason. The tax break had already expired and would have been worth 50M which might be enough for a mid sized city to bribe an airline to do some service they otherwise wouldn't, but for the size of the ATL hub its literally a grain of sand on the beach. The planes will be routed and crewed wherever it makes the most sense.
