What you guys are doing is a smart move. The ICAO implementation and IS-BAO protocols make a point to state that small flight departments should tailor their program to fit their operation. Working with a "big box" plan may lead a small department to create administrative processes that are not needed.
What I've seen work best is for departments to work with a smaller auditor and get prepared for IS-BAO, then determine if the IS-BAO audit is something they want to do. That way they are prepared for an audit. Additionally, IS-BAO has been identified by ICAO as an acceptable means of compliance for the mandate. This means that if you get IS-BAO registered, that proves to ICAO (and their signatory states) that your department meats their SMS criteria.

We are doing this in one fell swoop...easier to budget. As the deadline approaches (for international operations; Nov. 2010) we felt that there would be too much demand and consequently higher prices for the services provided by the auditor. This was what I experienced in a previous life when the RVSM deadline was looming. We also integrated this in to our performance management goals with H.R.
We determined that to justify the expense we had to have the "sheepskin" on the wall to show for it. If and when the FAA requires this (domestic Pt. 91), we wanted to be ahead of the game.

Geo - that last line you wrote is exactly what I tell my clients. It sounds like you found one of the good ones out there.

Here is the list of accredited IS-BAO auditors.
I would suggest calling and interviewing an auditor close to your operation.

Also, the SMS e-learning course is very helpful; well worth the $300.00

Rookie question. From what I gather here and through my own very topical (so far) research, the FAA has not yet committed to a deadline for SMS implementation, but the EU side of the fence has (Nov 2010). So, if you don't make the deadline, what happens to int'l ops? They won't let you into Europe?
