I'm pretty sure you can't operate a 737 with that many seats as part 91. I would say it's likely they are 125.

Lets put it this way...its FAA Part nothing. Those are military owned aircraft. FAA has no jurisdiction for this operation.

The aircraft are owned privately by URS(EG&G) and JT3 but subcontracted by the government... think of it like skywest. Theres weird regulations involving what operations its conducted under but from most sources its part 91. However FAA inspectors can never ramp check them so its a weird "grey" area.
