Noob question. Looks like I’ve got a build up line, I’ve been reading the CBA about the SCP and SAP.
Can anyone explain this process in plain English? I’m not even sure if it’s in PBS or some other platform. I have no idea how this bidding stuff works even after reading the guides I have no idea if I should be looking in IOCC or PBS or emailing CS or what.. Also, we need to get up to the monthly guarantee, so is that 75 or 85 with the raised floor? where is that measured? "Pay"?

The 85 floor is a bid floor only. BIDDING only.
If your award is 75 hours or more, congratulations. You're done. Do NOT pick up anything else (unless you want to). No reserve days will be assigned to you.
Build up lines are often some of the best lines in a month with a raised floor since everybody else has 95 hrs and 11 days off and you're all "oops I got 76.2 and 15 off hey guys whats up"
If you're less than 75 then you'll get reserve days added up to 75 (not 85), unless you're able to finish with a 75 hour schedule at least in SCP.
If your award is 75 hours or more, congratulations. You're done. Do NOT pick up anything else (unless you want to). No reserve days will be assigned to you.

Yeah if you're at 74:45, and you're that close... If there's something there and you can pick it up (especially if you can drop it later), go for it. Or if you want to work a turn, obviously you can and get paid for it. But if you can find a spot to stick the reserve day where they can't really easily use you, that's good too, since either they use you and you get paid (since you broke guarantee) or they don't use you at all and you didn't have to pick anything up. Like bid a rap 3 and put it right at the end of a 5 day trip (And then you self release) or right before one. All win win outcomes.
And there are no FO vacancies because.....
