Doesn't mean OO has to.... for a very long time they kept a lot of excess reserves in SLC for that reason, and would them fly them to other bases as needed. That involved a lot of TDY, sitting hotel reserve out of base, which people complained about too.

single 5600' runway with no real space for expansion. also lots of residential around that probably wouldn't like the noise of airline operations. seems like an odd choice for a focus city.

I'd imagine the HQ at MSP will be on the move eventually...they are done with DL, and they are working out of a DL building who they pay to lease for 1$. My guess would be STL or somewhere close to CAE...Mesaba was over there forever
