His pilot staffing plan might be to take advantage of the fact that OO keeps downsizing their SLC base... and many of those folks will NEVER leave SLC for any reason.

Doesn't mean OO has to.... for a very long time they kept a lot of excess reserves in SLC for that reason, and would them fly them to other bases as needed. That involved a lot of TDY, sitting hotel reserve out of base, which people complained about too.
