WHAT!! Gray areas? In our contract? NEVER!!
But yeah, just submit it like normal during SAP, it will be denied, every request is denied during SAP, no idea why they even offer SAP. Then just wait until the bid is totally closed and submit it again via IOCC if it let’s you or if 1 of the 5,657,897 reasons it flags happens, just e-mail [email protected] and request it. AKA........just do the last part and save yourself the trouble
