I’ve read this part of the LOA many times and I agree it is definitely worded very badly, but it keeps downgraded dash guys at their current rate.
The part about downgrading dash 8 pilots says they are considered an “eligible first officer” as defined by Section B, 1.
Section B, 1 defines an “eligible first officer” as one that has completed one year of service after IOE is complete. Section B, 2 states that an “eligible first officer” will be paid per the dash 8 captain pay scale.

It sounds this won't be the saving grace the airline needed to retain and attract. Lots of frustrated people out there.

I stand corrected as well. The wording is very strange but it would appear that you are correct that downgraded dash captains will retain captain pay.
That being said, I don't really know how well this will work to retain the FO's that won't see any pay bump for many many months.
