I believe you get it as soon as you're hired. If it's Ewr, or iad they just pay it as they have accounts set up with those airports. If it's a different airport, you just take a picture of the receipt and email it to a designated email just for parking. Then they reimburse you monthly. It's a pretty easy process, and I've never not been paid.

C.Posting Position Vacancies and Displacements
1.When the Company determines to fill a position vacancy, it shall post the vacancy for a minimum of ten (10) days.
2.A pilot is displaced when he is unable to hold his current position as a result of his seniority. The Company shall post a displacement bid for a minimum of ten (10) days when pilots are to be displaced.
3.There is no requirement to post resultant vacancies and/or displacements. The Company shall have discretion to award any resultant vacancy or to make any resultant displacement. D.Awarding Position Vacancies and Displacements 1.Position vacancies and displacements (both posted and resultant) shall be awarded by seniority based on the standing bid on file at the closing time specified by the Company in the vacancy or displacement posting.
2.A pilot who is displaced shall be awarded a position by seniority in accordance with his standing bid. He may displace a junior pilot in any domicile and status. A displaced pilot who fails to bid sufficient choices for positions shall be assigned a position by the Company in accordance with his seniority
-----------------------
So hypothetical scenario: Pilot hired this/next month upgrades to Captain. C5 decides to hold off on exercising the 20 additional E145 options, so that pilot would be 300/400ish on the seniority list. Would that Captain not be displaced back down to FO or would he get to keep his seat? The language there seems to indicate you could lose it.

If they need 10 downgrades, there will be 10 downgrades. You just have to be the 11th captain to keep your seat, essentially. Someone cannot upgrade on a displacement bid to kick you out of your seat. They have to upgrade, then have a displacement bid.
