Its not a rumor. They are looking at it once they get 12 lines of 145 flying in Dulles. Its just not confirmed they will actually do it. They didn't rule out IAH either but said ORD seemed more likely.

As an FO in the top 30% (18 months at the company) I'm consistently holding 15 days off a month.

I would say 15 here is considered good. A few guys able to get 16 plus. That may change in February as our scheduling values in our new contract go into effect.
