It’s irresponsible the lawmakers, when drafting the Regulation, did not take those with extensive PIC in transport category aircraft, but with less than 1,000 of SIC under 121 ops was not properly addressed. Ergo, application for waiver/deviation letters from the FAA.
DECs is another story. Any airline hiring “Off the Street DEC’s” must require certified documentation that the the requirements of CFR 121.436 have been met.

EASTERN AIRLINES VERSION 3.0? Really?
The article states that crews are in B777 training.
In the meantime, Eastern 3.0 is training its current pilots to be certified for the incoming Boeing 777s. Mark Porter confirms that most of the current 767 pilots at Eastern have either been certified or in the process of training for the upcoming long-haul aircraft.
