Quite right, any good protection racket runs on regular extortion. It is far cheaper and easier just to pay them to go away than fight them in a kangaroo court.

Good point, but all of the power brokers have lots of blood on their hands. From cars off bridges and dead secretaries to undeclared wars you will not find one clean of crimes.
