They don't pay union dues, are governed only by FARs and can work all day in the office straightening magazines and cleaning toilets then fly all night.

They also will cross any picket line anywhere.

They are not union members. If they were in the IPA, UPS requires they resign their union seniority number. This is what makes UPS different than any other airline. It is a one way permanent action that UPS management required and demanded in the contract and used to call a "promotion". It is rare for a IPA pilot to renounce their union number, most are hired in same manner as a line pilot, from the street. Very different path than a pilot at any airline (management or line). They are a manager/supervisor first and foremost. Flying is not primary duty.

From the UPS/IPA contract:
Art 2 definitions:
Crewmember -(excepting Management Crewmembers) - means the
Captains, First Officers, Professional Flight Engineers and Second
Officers and employed by the Company, who are currently on the
seniority list or will be added to the seniority list in accordance with this Agreement.

Is it true that most of the NURPS do NOT have actual management responsibilities?

I've been told they do not, even though they are supposed to under the terms of being in "management".

Most ACPs can't even get you a crew meal due to insufficient authority.

This is why I think the word scab applies.

Legally they are allowed BUT they need to be actual managers to be a legally recognized class of employee. They are not.

They are non-union workers doing a job declared held by union workers . UPS signed a contract establishing that fact.

To UPS pilots: I have no dog in the fight(as I have mentioned, I am a capt at chq), however I someday would like to apply at UPS. My question: I seem to recall that during the teamsters strike in 1997(?) that mangers drove the trucks filling in for the picketing drivers....does my memory serve me right? If that is the case, then wouldn't a fqs "filling in" during a strike be equivalent?
I am not trying to ruffle feathers or rattle anyones cage, I am just trying to get the big picture here.

Managers can cross a picket line to perform their Managerial duties only, but if they cross and Perform "Struck work" they are Scabs, just like any other person who performs struck work. A Scab is a Scab. Managers don't get a pass.
