I've heard the reason for the delay is congress is in negotiations with UPS for them to completely take over the post office. They figure with UPS' new math and their interpretation of labor contract language, they could eliminate half the workforce without any service disruption! Hey, UPS didn't buy that brownstone on K Street for nothing!
