Am looking for proper contract understanding and enforcement.
People deserve to bid with clarity ---- and that clarity should come from both Management and the Association.
It seems like a fair and relevant question to ask given all that will be in play the next 12-18 months.

Lax: Yes, if you down or lateral bid you are frozen for 24 months.
Not only that, but once you have activated in a new seat, you can not lateral or down bid for a period of 18 months without a waiver from the VP of Flight Ops. That means that all those recently trained junior Captains in the 727 can't move on these 757 mini bids until they have been in the seat for 18 months.
Kind of makes you wonder why the company doesn't go ahead and have an excess bid for the 727, since there is no other way for those Captains to bid out of their current seat.

Say you are just barely hanging onto a line in the Bus or Mad Dog. You know those fleets are shrinking, if only slightly, in the near future. Not even sure what the 767 is gonna do to this situation. Life is not too bad right now. You want to move to the 757 before you're stuck sitting reserve but would rather wait if you can.
Maybe there won't be enough 757 FO slots after these two small bids to give you a shot at it after. The drawdown in the 727 and the race for the exit might squeeze you out for the rest of the bids this year.
What do you do? And why.

You mean the NB guys who were getting Passover Pay for years and years while on the 727 and are now bidding laterally but won't have to pay back the POP, or do you mean guys who were actually on the wide-body and are down bidding? Which of those eyebrow raisers are you asking about?
If so, does bidding the 757 (on a non-excess bid) prevent the awarded pilots from bidding the 767 should it be determined the 767 will have a seperate, widebody, seat award?
Some of the 727 training guys have some letter that says they do not have to pay back widebody passover pay and go to the 757, maybe it allows them to side step the seat lock?

I didn't think the seat lock applied to bidding on a new aircraft to the fleet. Has this been specifically addressed by the Union yet? I would think this would be part of the negotiations regarding the introduction of the 767. This won't affect me directly, but the principle needs to be established.
