One possible solution to the travel bank issue that is being discussed (apparently a company suggestion) is an annual bank.
Rather that re-program the fox system (apparently hard to do....standard excuse), they would keep it as is. Then, they would do an annual look-back after the year is over. If you had excess in some months that would cover the overage you had to pay in others, they cut you a check to make you whole.
Simple scenario for clarity: You have no travel bank for the year except in June and July. June you leave $1000 on the "table". July you go in the hole and have $500 deducted from your pay. After the look-back at year's end, they cut you a check for the $500 you paid out of pocket.
Still leaves the related issue of accepted fares unresolved (i.e. why we're in the hole in the first place), but definitely an improvement I'd be happy to see.
