They want people lined up for training that may or may not occur. It's someone's job to make sure there are no hiccups in that department no matter how unlikely. The last Paris bid is an example. The company knew the French would not allow foreign labor law to apply. They were politicking to get an exception that Ryanair and EasyJet were unable to work. Should that conditional situation been communicated to the pilots?

Management casually let the pilots think the bid, and domicile, was a "done deal". Contracts were signed. Deposits paid. Families disrupted then disappointed and disrupted again.
Yes, they do care. Just not about what you and I care about.
They like it when we fret about bidding because there may not be another one until after we want to move. More interest to bid is generated in that environment.
