Family ATM is correct. So when you arrive for your 77 hour layover you have to clear using your visa. It is a major PITA. The agent had to go to some office in order to get some waiver letter signed. From what I gathered, the waiver allows you to operate the aircraft there and clear as a passenger due to the fact that you're laying over more that 72 hours.
It took the agent over 30 minutes to get that waiver letter signed. Then we had to stand in line with the rest of the passengers to clear immigration. We were lucky that most of the passengers from the Emirates flight had already cleared while we were waiting for the agent to return.

I think it must be a new procedure. I did a 77 hour layover in April and went through the normal process. I went this month and had to do this new procedure.
