The technical term for this is "council bypass." If a rep is elected from one base and, during his term of office, transfers to another base he can be given a council bypass to continue in his office for the term of that office.
He cannot run for a subsequent term unless he returns to that base.
In non-Block rep MECs the council bypass rules can also be applied to F/O reps who upgrade to CA during their term of office.

I thought it was a little strange that there was no APC debate on the issue when it was presented in This Thread back in Nov 2010.

Wow...looks like I dropped a steaming turd in the punch bowl! After reading the responses it appears that he is well within his rights to hang on as the block 5 rep. On the other hand...the whole block rep system was designed so that each block was represented by a pilot in that block vice a seniority based system whereby the MEC is represented only by senior pilots. It's a hold over from our FPA days and seems to work very well. LAX is not represented by a Memphis pilot, MEM block 2 is not represented by a ANC pilot and block 5 should not be represented by a Hong Kong pilot. The honorable thing to do is to resign and let someone else, within block 5 do the job. If he feels that his true calling is doing elected union work....there'll be plenty of time when he returns. "It's the right thing to do".......now where did I hear that?
