TC's letter is accessible through the ALPA Website, for block 5 people only I was told, in the "My ALPA Mail" area. I am not in his block so cant verify.
Here is some more info hot off the press on the Block 5 issue: signed by the other 11 MEC reps (including the other no voter BTW).
Fellow FedEx pilots,
In a recent communication by Seniority Block 5, Representative Cutler made accusations that MEC Vice Chairman Manning had attempted to silence his ability to communicate with the members of his Block. Your MEC takes accusations of this sort very seriously. In response to these allegations, a Special MEC meeting (including all parties involved) was convened on March 8th to thoroughly investigate the facts.
Our MEC Policy Manual, consistent with the ALPA Constitution and By-laws, gives control of the MEC website and publications to the Officers, in coordination with the Staff of the MEC. They have this control because, as a function of their office, they are responsible for the content and legal ramifications of items published. In fact, Section 1.C.1.g of the MEC Policy Manual states, “The MEC communications protocol shall ensure the membership receives accurate information of content, but shall not unduly limit the elected representatives of the constitutional rights on issues they desire to communicate...” As a function of this responsibility, the MEC utilizes a review process for all communications.
This policy allows two paths for published communication. In the standard method, the author submits the article to the FDX MEC Communications Department and it goes through the review process. After completing that process to both parties’ satisfaction, the article is published on the FDX MEC website and electronically sent to the appropriate segment of the membership.
Alternatively, if the author is not satisfied with the recommended changes to the article and cannot resolve the conflict, the author may elect to send the article directly to ALPA National Membership Services for distribution. In this case, the communication will not be published on the FDX MEC website. This method is rarely used by Representatives.
As evidenced by the descriptions above, the architects of ALPA policy saw fit to ensure that an unfettered path of communication is available to each Representative. In fact, Representative Cutler proved the viability of this process in publishing his recent letter to his Block. By definition, a Representative cannot be silenced.
The Staff and MEC Officer involved in the review of Representative Cutler’s communication executed the duties of their offices properly and in good faith. Acting as an Officer of the MEC, Vice Chairman Manning was required by policy and procedure to decline this communication for publication via FDX MEC media. Your MEC finds that Vice Chairman Manning’s actions were appropriate and, in fact required, in accordance with his duties as an MEC Officer.
As your elected MEC Representatives, we have a duty to communicate accurately and effectively with you, our members. That duty is not one we, nor the MEC Staff or Officers take lightly. We stand by the existing practice of having each of our communications reviewed by the MEC Staff and Officers in order always to communicate truthfully and timely with each and every one of you, each and every time.

And the bolsheviks complained about Pravda till they took it over. Funny how that works. No news here as far as I can see. Bottomline, the majority gets to decide what the majority opinion looks like and the minority opinion looks like. Why am I not surprised that it is in compliance with the Policy manual, Union by laws, or the Pravda charter.

Why am I not surprised that it is in compliance with the Policy manual, Union by laws, or the Pravda charter.
I could be wrong, I suggest you try and prove me wrong though. Your hyperbole about bolsheviks is another attempt to spin, IMHO. If you think that the MEC or ALPA policy is that bad I hope you start taking action to change it IMMEDIATELY, through your next LEC meeting. Stand up FDXLAG for all the unjust policies!

I think there is plenty of news here, looks like there may have been factual concerns, but in the end the policy allows for the rep to be heard and in an unfiltered manner. I bet you can call any block rep and ask them the reason for the filtering, I can bet that the filter is not to rid a letter of "opinion" but rather to ensure a factual and legally compliant document.

I simply said the majority gets to decide what the majority opinion looks like and the minority opinion looks like. They get to push this TA without actually have to man up and say I recommend this TA. If there are some false hoods in the block 5 letter in the interest of getting the information out I would hope the MEC would correct them. Instead of publishing a lecture about how they acted in accordance with the policy manual when they blocked his letter.
