I just flew with a former management type who seems to have some insight on this - take it for what it's worth.

Almost every problem child has shown his colors in the first year. Under the current probation plan, a new hire is going to spend 25% of his first year doing indoc, initial and IOE. Training performance may or may not reflect reality when it comes to real job performance. The company wants to have probation cover a full year of "normal conditions" (i.e. flying the line).

I don't think this issue is that big a deal. If you belong here, probation is pretty "low threat". I've got much bigger reasons to vote this POS down.

The TA and CBA do not refer to an MEC Policy Manual as a basis for anything. A policy manual can specify how the MEC's internal business is conducted within the boundaries defined by law and our CBA. Therefore, what the TA and CBA specify is what is most important. And this TA change allows the pay schedule I identified in my initial post.

My reference point is nothing more than page 4 of the TA itself. The annotations (those words in red and blue) explain it so clearly, that even I could figure it out.
