Someone please enlighten me on this whole arrangement.

Sorry that I'm going a little off topic, and again, please excuse my ignorance.

Nothing special about Canada. U.S. pilots cannot fly domestic flights within Canada anymore than they can fly them in the U.S. Look up cabatoge.

U.S. pilots can...U.S. airlines can't.
We can't do point-to-point flying within Canada or anywhere else I guess. Although I know we used to do SFS-Cebu. I'm sure there are certain restrictions and side agreements to the Cabotage rules.

None of the freight dropped of in Cebu originated in Subic, because that would violate cabotage rules. It's not illegal for any carrier to fly point to point in a foreign country. However, they cannot transport goods or passengers that originate and terminate in a foreign country. Here's an example, FedEx flies MEM-NRT-KIX: FedEx can drop off and pick up freight in NRT and continue to KIX. The freight picked up in NRT cannot be dropped off in KIX. FedEx cannot fly freight that originates in Toronto and drop it off in Vancouver, that's why there's Morning Star.

I think what you are trying to say, is that FedEx cannot fly freight directly from Toronto to Vancouver. I wouldn't be surprised if some freight from Toronto wandered through the Memphis Hub and found it's way to Vancouver. All perfectly within Cabotage rules.

You would be wrong. They are VERY specific, and I would be surprised if it ever has happened. Such a thing would NOT be "perfectly within Cabotage rules", but would be a direct violation, just as it would be for Air Canada to pick up pax in JFK, transit them through YYZ and fly them to LAX.

I read somewhere FedEx just got a 1.3 BILLION dollar military contract. Was that an old story? Thought it was a new one.

More likely the fedex "team" got the contract. Look a little further and you will find alot on the subject of AMC teams and awards.
Or, maybe as your say, they got a 1.3B contract award, but I doubt it.
