Just before the FDA LOA vote took place, BC was fishing in Alaska and was brought into town for a hastily-arranged union meeting at the Snow Goose downtown. At that meeting, BC said it was most important to simply establish an LOA now so we memorialize in a contract document, that mainline pilots would fly FedEx freight in China. If the LOA was lacking in some areas, that we could and should make improvements in later negotiations.
I disagree with that philosophy but that's what was said at the time.

That is right he was worried about them importing Irish pilots right?

I think he didn't see negotiating as beneficial for the 777/MD11 international guys so he just took the company openers. Any reasons given to justify that decision are half baked and downright scary to hear from a NC/MEC
If he really was worried about foreign pilots, he should have stepped aside and let someone without his fear or ignorance do the negotiating. That is not an opinion, it's a truism born from the fact that the company improved the "best we could get" LOA in multiple areas shortly after we ratified it. They didn't have to but they felt sorry for us after we were beaten so soundly at the negotiating table.
