The only dysfunction I see is the entire FDX portion of this board and the same group of disgruntled guys who publicly cry and whine about everything FDX related. It's embarrassing to those of us who don't publicly express the same opinions.
We are, and will always be (IMO), our worst enemy.

A cap when 4a2b is in effect is a good idea. During normal times I do not want anyone to dictate how much any pilot can earn at straight or premium pay. I would like the opportunity to make more money and more importantly reduce the number of pilots overall as we (slowly) lose people to retirement. Even when things are 'normal' here and 68/85 hour guarantees are in effect the credit hours, IMHO, are far too low. The sheer size of the crew force is burdensome and needs to be leaned out.
Personally I will never support or vote in favor of any limit on credit hours except when the "share the pain" section is in effect. That being said, I would like 4a2b to go away permanently. There are other ways to deal with economic downturns (UPS) and 4a2b gives the profit-driven front office boys too much hubristic control.
