Carry In and the dropped R-days

Carry In and the dropped R-days
First month (July) I've had carryover since they started dropping an R-day to ease the reserve pain w/ 4.A.2.B. I protected min days off.
5-week bid month reserve lines should end up with 17 days off instead of the normal 16, right? Are they counting the day dropped for 4.A.2.B. as one of the days dropped to protect min days due to carry over?
I had two days of carryover from a trip (not R days), so they needed to drop 2 R-days (even if they weren't dropping a day for 4.A.2.B.)
The carry over conflicted with an R day, so it was dropped. A second R day was dropped for 4.A.2.B. I end up with 16 days off like a normal 5-week reserve line. Seems like they should drop a third day since the two they dropped would have been dropped anyway.
I may be looking at this wrong so I'm curious about what others have experienced or if someone can set me straight.
Thanks.
