Top half of what? VTO's? Same theory. Only bid 2 VTOs if there are 4 total.
The reason it was changed to work this way was that junior SIBA guys, that were bidding SIBA VTO, had their VTO lines built prior to any domestic VTO and cherry picked all the good domestic trips. Even though many domestic VTO line holders were senior to them. That was because the SIBA VTO lines were numbered first in the numerical order of all VTOs. And, the contract says that "secondary lines" will be built in numerical order.

VTO - Vacation - Training - Open time lines. VTO lines are built after the bid closes, and are made up of trips that are being dropped for vacation, training or left over after the regular lines were built.
The proper term is now "Secondary Line". But, old habits are hard to break.
