The point is this is not about money, it is about the company hiring a PI to investigate its employees in secret. This time it is about $25. Next time it could be about what time you get back to your layover hotel or following guys around who called in sick.
We have a contract, it explains how to fill out an expense report. If the company is unhappy with the language let them negotiate.

Darn good point. I've spoken to Capt O and he agrees and so from now on when the company hires a PI to investigate or follow someone, the very first thing that PI will do is knock on the guy's door and introduce himself, and tell the guy that he's been hired to follow him around. Better?

How does pilot X know he is not getting targeted for harsher punishment than pilot Y.
How about 30 days later they notify the guy and say we looked at you and found nothing. How about they tell us how many pilots are being investigated and why (no names required). How about they put a copy in the Pilot's file and let us take a look at what is in it.
Any of the above would improve deterrence (isn't that their goal) and at least give us the opportunity to clear our names or prevent false information from being spread. After all who say's PI always tell the truth. That way when Pilot X starts getting an inordinate amount of line checks or pee in the bottle checks he will know why.

Sure is. Although that may be extreme and counter to their objective. How about a call from the ACP saying your last 2 expense reports look suspicious.

You really don't have to worry about X pilot being targeted for harsher punishment than pilot Y. Both would be treated the same with termination.
