I agree with you on just about all of that. The Captains will train, as well many of the FOs. The next excess will be to balance the bottom of the seniority list in the the 3 bottom seats so that IF they furlough they will be able to keep those seats filled enough to move the freight while they chop from the bottom up.
Again, I hope that this is all just precautionary, don't mean to be insensitive to my buds who are staring a furlough right in the face if this all goes down.

HKG CA awards?
Question: why are they showing only 20 HKG CA awards when we know well and good more folks bid to relieve excess who could hold that (myself included)? Folks junior to me were excessed on the practice yet my bid to relieve was ignored... Something seems fishy with this. Or am I just missing something obvious here?

That means they are (at least publicly) only going to fill the 20 vacancies that are advertised. Putting more pilots in HKG would cause an excess in an FDA which is not allowed per the contract.
That means that if you have it bid at 100% and don't get it you will be eligible for passover pay, if you are excessed, and the bid doesn't change on the final, which it will of course.
It appears, however, that you couldn't hold a bid to relieve the excess, and that is why you didn't show up on the list. In other words, you weren't excessed and weren't senior enough to bid to relieve the excess (which was only 1), so you stay in your seat.

Those 20 vacancies are going to get filled in seniority order. Was one of the guys who was awarded it junior to you? If so, then you certainly have an issue. If not, you might be eligible for passover pay.
Either way, it is just a practice bid.

Also where are you an 11 FO at and were the guys junior to you in the same seat/domicile as you? If for example you are in MEM, where there is only a -1 in the right seat, the number of available excess slots is limited by 1 + the number of pilots who bumped into the 11M. There may have been pilots senior to you who took up the bid to relieve spots, while someone junior to you on another aircraft was able to take advantage because of how that seat shook out.

That is my situation (MEM 11FO). However, there were FO's junior to me who were invol excessed on the practice bid due to people from other seats bidding over. Therefore I should be able to bid to relieve excess, right? I've got HKG CA #1 at 100% so it looks like they're just not showing it as an award due to the language about not causing an excess at an FDA. Still should be eligible for POP under the FEPP settlement though. Right around 2013 probably...
