By having 20 open slots for HKG Capt they prevent the junior widebody Capts (that will get bumped out by an excess) from throwing HKG in their standing bid to continue to get widebody Capt pay no matter where they end up.
My guess is the HKG bid is open longer than it needs to be so those that are willing to take the seat on an excess will still have the chance. If they get enough takers on the excess bids they can then cancel posting 09-01

Just telling you by someone talking to a person in the "know" for whatever that is worth. He said it is going to be ugly when it all goes down for the junior bus and Anc guys (excesses) in both seats. Not fun for the memphites either since they will all be enjoying their new commute to ANC. Don't go buy your new Porsche right now...

20 HKG Captains...hmmm. There's currently 49 HKG Captains. Granted one is pay only, and a handful have bid the 777. However, there are also a couple still in the school house. So why all the vacancies? Someone mentioned the possibility of reducing BLG/RLG so as to be more in line with the rest of the domiciles. Perhaps, but let's not forget the folks entitled to passover pay. I haven't heard the actual numbers, but I'm guessing over one hundred pilots at least.
It seems some should have been receiving passover pay last summer when some really junior folks checked out as Captain in HKG. The company and the union acknowledged that was correct to numerous F/O's in Subic, as well as a handful of excessed 727 Captains in Memphis, but they were working out the details.
A week ago DW and PC sign a document which supposedly clarifies the issue by introducing a "virtual training letter." Say what?? And this "virtual training letter" comes out in April! This will let all those who were entitled to passover pay months ago(I contend, under our CBA) know when they will actually get it. I don't understand why DW signed off on anything. I'm sure the word is it's to our benefit. It certainly wasn't explained to the crew force prior or afterwards. This from the same guy who emphatically stated "Hong Kong will go senior."
