As far as I can tell, there is nothing stopping them from releasing 09-01 (HKG vacancy) and 09-02(Airbus/MD excess) at the same time. They could do it on one bid, but the FDA vacancies would drive that bid to be open a minimum of 28days vs. 14 for for non-FDA existing bids. Doing it sequentially would mean a minimum of 28+14+14 days for the vacancy/2 excess plan for a total of 56 days. That's within the 6-8 week time frame mentioned, but seems wildly unrealistic since it gives them little time to process the bids and get out training letters that won't get hammered by the union like previous excesses. My best guess would be a simultaneous release of the vacancy and the excess as separate bids, giving people a 14 day snapshot of where they stand after round 1(of 2009) before the HKG bid closes. Then they release the training letter and second excess also for 14 days. That puts them in the neighborhood of 6 weeks with 2 weeks to get the training letter out or run a 3rd cleanup excess if need be. Sound to me like they are doing HKG vacancy first as a stand alone bid. Then all the others. So I will hold off on my HKG bid until the excess bid of my seat.
