My Vto's have been built to within .5 of the published maximums since they started posting them a few months ago. Yes, it will matter what they actually build them to in Feb, but if they do, that is much better than the many lines built to 59 hrs in the bid pack, or the RSV lines which are paying 59.5 in Feb.

If we are so overmanned, guys would actually be able to drop R days instead of insufficient reserves notices... VTO's are going to start being a better deal than a line, if you can handle the wait until three days prior to the next month to know what your schedule is.

Could somebody refer me to the CBA section that allows there to be a VTO credit hour cap? The only allowance I can find is, the secondary lines can be built with trips and R days - or just R days if no trips are available. Besides that, it has to meet all the other parameters of regular lines, including the 13 credit hour split between low and high line. If the low regular line was built to 61 credit hours - why isn't the cap 74?
I asked in OCT '08 when I got gooned on a VTO, and no cap was published, and the union had, and has no interest in grieving it. The VTO CH CAP FCIF is being published because of that, but . . . I still think establishing a cap is illegal. Now - establishing a 'target' BLG is appropriate, so there's a credit hour average, but that's NOT a cap.

Next question -
Trips still pay our negotiated pay rate per hour when we operate a trip. We've just seen the amount of credit hours reduced on regular lines and VTOs, but, the trips are still paid at the same pay scale rate.
WRT Reserve lines. If I'm still on call 12 hours a day for 16/19 days, but I'm only being paid 48/60 hours, is that an adjustment of my pay rate? Or, should my availability also be adjusted, especially if I'm only being paid 3.2 per day? Any RLA experts here? Is this a non-negotiated pay rate adjustment in violation of the Railway Labor Act if I'm on call for the same amount of time for significantly less money?
