What excess? 08-03 was canceled.
There are SFS guys who were initially awarded CDG, had their awards canceled (thus reverting back to an excess status), and then big HKG CA for passover pay and ARE getting it.
As far as people being excessed off other airplanes, the only excess bids I'm aware of were some small ones on the DC-10. And if people being excessed off that were senior to bottom HKG CA A.S., and too junior to hold widebody CA in the states, then yes, they too are getting passover pay.
It's not that complicated.

I am sure someone will correct me if I am wrong, but you do not receive the passover pay until you are activated in the position (ie HKG A-300 CA). The passover pay is being accrued, but they will not receive anything until they are activated. So, if you are going to play the game during the next excess bid, you have to go to HKG to receive the passover pay (or be award widebody captain is something else before you begin training).

Passover pay has nothing to do with you being activated. It is solely predicated on someone else being activated. If you were activated in the new position (HKG CA in the case we're talking about), then passover pay would not be a player, since you are actually in the seat you are being paid for.
You are paid passover pay, in the case we're talking about, because:
*You are excessed out of your current seat
*There is someone junior to you already activated in HKG CA seat
*The bid closes
*They dont sent you to HKG CA position because its already full
*Boom you start getting paid passover pay.
Not that complicated.
