The IPA put this out last week....
"UPS notified the Department of Transportation Thursday that it was returning two Hong Kong fifth freedom frequencies to the pool for reallocation to other airlines. The two routes returned are currently assigned one each to Clark and Singapore. According to IPA Govt. Affairs Chairman Luke Pyles, "Our understanding is that UPS may now be able to carry the shipments that used these flights directly out of Shanghai. Remember, in March 2005 DOT issued its final order granting UPS three additional frequencies to mainland China starting in March 2006. This shift may be realization of that order." UPS says in its letter that it will continue to operate 18 Hong Kong fifth freedom flights."
