Default FDX: why did my health premiuim go up 10% 9/15?

Just noted my health premium went up 10% on the 9/15 check. This is the max increase allowed going from 2008 to 2009 but last time I checked, this was still 2008 and the contract says the 2008 premium is $190 for the Buy-up plan. Did I miss something? Or did they decide next's year's rate (with a max increase of course) and a system glitch is charging us several months early? Anyone else have this happen?

Medical Deduction for September
FCIF (Admin)

Issued: 09/12/08 1421z
Source:
Suspense: 09/30/08
Approved:

It has come to our attention that the medical deductions
for the Base Plan and Buy Up Plan were incorrect on the
pilot's September 15, 2008 payroll checks. The amount
taken in error ranges from $0.75 to $8.25, depending on
the coverage tier elected by the individual. A reduction
will occur on the September 30, 2008 paycheck medical
deduction so that the monthly amount deducted for
September will be correct. We apologize for any
confusion regarding this matter. If you have any
questions, please contact Pilot Benefits Administration
at or in the Memphis area.

Well,

I think it is obvious that the rate will go up 10% next year.
