If We Are So Overmanned, How Come There Are Insufficient Reserves?
Just tried to drop an August trip that starts next week (MEM B727) and was denied due to "Insufficient Reserves". I heard about this kind of thing being a problem up in Anchorage but I didn't know it was going on down here as well. The term "insufficient" implies "not enough" as in "we are spread too thin" yet I'm also told that we are currently overmanned to the tune of 500 bodies. The company can't have it both ways. Given the amount of extra flying that goes on here and trips in open time being gobbled up as fast as they appear, I don't for a minute believe that my dropping this trip would pose such a problem. So what gives? Can those with all that seniority under their belt educate a new guy?

I'm not sure why it would give you that message and I understand your point about the manning situation. But my advice to you would be... try again later to drop the trip. The system will eventually let you.

We discussed this issue in Anchorage and were told that the computer spits out ISR based upon some set of criteria that may or may not actually exist. We were told that when we get the ISR answer to call CRS and explain to a scheduler what you want to do and they can hand jam it in. I have never tried it myself but I know a guy who has it it worked.

The computer decision on ISR is based upon HISTORIC reserve usage during that time frame and also the historic number of trips in open time. I think these changes are found in some obscure addendum to the contract. I found them once, I think it was on the HTML version on-line but I could be wrong. I discussed this several years ago with the British No Way guy at Alpa and was told that, at that time, even though the 10 was drawing down they were going to make ISR decisions based upon historic open time trips from years past.
Just keep making the request. As soon as it is denied put it in again. In the words of scheduling, "things can change in a minute". Have each request in a separate window, with your trip trade inquiry in another. After each request is submitted, hit the back button and you are ready to resubmit again. If you are looking to drop a block of R days, put in every iteration of the drop you can think of, day 1-2, day 1-3, day 3, day 4, day 1-4, day 3-4, days 1-5, days 3-5, days 4-5, etc, etc. Once you've broken up the long string, you will rarely get ISR.

Starting in April, I have gotten ISR on several occasions whe I tried to move or drop R-Days.
In the last two months, on two different trips, I have gotten the ISR when I tried to swap an overnight for an O&B. Called CRS, was told that it means that there are not enough reserves to cover the overnight trip that I was trying to drop.
