Per Diem is for covering your living expenses while on a trip.
Override is for having to put up with the hassle of talking to non-english speaking, English speaking foreign controllers (ie. Delhi and Mumbai.)
The question you should be asking is, "Why is our international per diem so low?"

As far as override, we definitely need PEK override in addition to INTL override.
