FDX Vacation question

My vacation is for the last week of the bid month. The last four R-days of the bid month were removed for vacation. The first two weeks of the bid month are the 11 remaining R-days. Do I start the month with a leveling of 4 x R-day value?

No. The leveling would be for the month that the R-Days are "in" and you will receive credit for the other 11 days during the following month.

vacation and reserve

Vacation and reserve is simple. very simple. Whatever number of days of vacation you have, you remove that number of R-days in conflict with the vacation. if not enough R-days are in conflict they'll pick for you so you need to use the adjustment window to expand to absorb the ones you want. No matter what, you must have your vacation bank reduced by the number of vacation days times the r-day value. You can do a few more (read the contract) if you so desire. You don't get the leveling for your vacation until it happens, hence if you have the last week of the month and don't move it, you really don't any leveling (since you won't have anymore R-days after your vacation). Been there done that..... If in doubt, call the futures folks and be nice, they'll explain it to you.
