A disaster waiting to happen at ATI....
first officers don't want to or can not upgrade to captain, the direct entry captain hiring not going well, now company assigned upgrades in reverse seniority being mandated. This can not be anything but a disaster in the making.

4 years... and counting... LOL, I am surprise they still have pilots, but I am sure every single one of those pilots are "looking" around.

Not sure how you think anyone at a company that isn't required to operate under part 117 would be able to talk their management into doing that voluntarily. Unless there is some competitive advantage to doing it, it's just not going to happen. Part 117 exists because no airline was going to make those changes voluntarily.
ATI's guarantee is in line with every other ACMI carrier's guarantee. It's 780 hours per year. Compare that with ABX's 780 hours per year, Kalitta's 768 hours per year, and Atlas's 768 hours per year. What would be the rationale for raising it when they never fly more than the guarantee now? You might be able to negotiate a higher guarantee, but what good would it do you when rates are going to drop proportionally? The company really doesn't care what they pay you on an hourly basis. They only care what it costs to employ you for a given period of time. I will argue that a lower guarantee with a higher rate is better because it allows a greater possibility of going over guarantee in a given month, and every hour over guarantee is then worth that much more.

Managment thinking: "Let's drag our feet on contract negotiation... what could go wrong? I am sure pilots want to make less than regionals, who needs part 117 and let's have this ridiculously low MMG."

Amerijet has a 962 hour yearly guarantee, and AFAIK they are the ACMI with the most recent contract.
