It's probably due to both. Lots of over 60 guys going to the back seat=no need for new hires to fill those spots. Optimized schedules=no need to have a bid when new aircraft come onboard.

Fedex will not hire untill they know what and when is happening with age 60. Almost every capt. that I have asked has said they are staying if given the opportunity. In most airplanes they are fat on reserves, ( 727FO has 100 something lines and 100 something on reserves). They will wait until reserves are being fully utilized and they cant draft and or find volunteers., then they will hire. In 1995 almost 30% of all flying was done on a vol, or drft status. We have a long way to go untill we get to that point. Gonna suck to be junior and on reserve for the next few years.

I thought this was a UPS thread reading about hiring issues, training center instructors, until I finally caught your avatars and Purple references. Uncle Brown's CBA added more work for no more pay at 1997 rates for our flex instructors!

If you don't like working in the training center, then come on out and join us on the line, the water's fine. No one is forcing you to instruct and stay off the line. If the bucks aren't enough, then give it up...that is the only way the company will increase the compensation package if they want ipa guys in the training center.
