Here is how I understand it.
VIPS has a PerDiem Recap page for each month. There is a column labelled "Excludable Allowance" that is the Govt rate. Then there is a column labelled "Actual Paid" or something like that. Add up those 2 columns for the whole year and subtract the difference. My Excludable allowance was $7000 and the actual paid was $3500.
Now, here is where the experts chime in.

SOLD! They found an extra $700 of MI&E that my own crude method of perdiem cipherin' missed. And the $50 fee is deductible as a business tax preparation expense. And writing the check was far easier than downloading and massaging all the govt perdiem tables and pay summaries.

I was thinking about you today ...
I went to "visit" some relatives at Arlington National Cemetary. As I was leaving there were numerous "Security Guards" directing outbound traffic. I told my wife that I thought that might be a good job for you and FoxHunter. Spiffy uniforms, bright orange relective vests that said "Security" on them. You guys could feel important in your VERY impressive uniforms and have unchallenged authority ... you might even be able to have a gun (but hopefully with only one bullet like Barney Fife. "Can I put my bullet in my gun Andy? Can I? Can I?")

Thanks so much for thinking about me, it does my heart good to know that someone, whom I don't know very well and care for even less, would actually be wasting his time, while out with his wife, at a cemetery, no less, thinking about little old me. Must have been an interesting conversation. I'm sure your wife was amazed at your thought processes.
However, I'm really not interested in becoming a guard, or for that matter, anything else that you might suggest. We have different work ethics, you and I, and I know that you just can't understand my point of view.
As for "having a gun", no thanks. I don't need one now, nor have I ever needed one in the past, except of course when I was on active duty in Viet Nam. As for the "spiffy uniforms", again, no thanks. I'm quite secure with my identity and sense of self and don't require any of your suggested articles. However, it sounds like you place an emphasis on these things. I'd bet you also have a very large watch.
