For a new hire today, all 3 WO have about the same flow. PDT's flow is no better than the other two.

And Envoy has all commutable/hub bases.
We could go around and around all day, but each person values something different.
Want a quick upgrade? Go to PDT.
Want a flexible schedule? PSA has what you want.
Want a commutable base? Envoy has 3.
As far as the flow goes, there's too many variables to give an exact time, but for now Envoy and PDT have the better deal.

PSA has the best quality of life of any of the WO. Period.
The SAP is an amazing tool that no other regional can touch.
Our upgrade time is 2 years, and time to hold a line is much less.
We are receiving at least 35 more airplanes, which means that everyone on property now should be a Captain in the next 24 months or less (18 months if qualified is the current prediction), and anyone hired now will be able to hold a line within a month or two of finishing class (again, a projection based on solid numbers).
We are flowing 60 a year right now, which should increase to 100/year+ before 2017 is over. The flow CAN NOT be throttled back as someone else mentioned. They can delay people going to class for a month or two, but it has to be made up by the end of the year. They can not flow less in a year than required.
Our president was previously in charge of all of the regionals for AAG, and was put here for a reason. He is to grow the company to a 200 airplane, 2000+ pilot group. He and Isom are old friends, and that is exactly what is happening now that Kirby is gone.

Although things at PSA are projected to be on the up and up, I would hold your breath for another six months before declaring rainbows and unicorns.
Currently about 150+ pilots short and 15+ planes parked at any given time with current flying.
Class yesterday only had 11 despite management citing apps are up 600%.
Junior manning FOs every single day due to massive shortage of FOs.
PSA has to get properly staffed with current fleet before they can take more airplanes. A new base would probably not open for another nine months or more for that reason.

So the question is who has the better flow? Just based on the contract Envoy hands down has the better flow. However, there are other outside factors that will determine when someone flows. A new hire today at Envoy or PDT will flow faster than PSA by years.
Envoys flow over the next 5 years is getting slowed to match PDTs flow. What makes PDT competitive with ENY is the amount of senior pilots PDT is claiming will bypass the flow (100). Which makes up about 22% of their current pilot group. While only 16%ish is bypassing the flow at ENY. Attrition to outside airlines will also make a huge difference in flow time.
Someone on here claimed PDT will flow in 5y3m but doesn't take into account AA doesn't hire in DEC so add another 6 months to it and you possibly get PDTs best possible flow. Envoy's flow is too complicated to explain on here but there are charts that put it at just over five years. That chart also didn't take into account AA doesn't hire in DEC.
So if all goes as planned then less than six years to flow for PDT and Envoy pilots. It is Impossible to tell who will flow a new hire the fastest right now so I would look at other factors for your choice.
