I believe I have a reasonable first hack at my resume. Being military, I made the flight info section have plus 0.3 hours for each sortie added into my hours. Should I make multiple resumes with/without the conversion?
Does anyone do a separate/different resume for all the companies they are applying for?

Yeah, I wouldn't add .3 on the resume. Some airlines want you to do that on their application, others have a system where the computer adds some factor to your time automatically. Some don't give extra credit at all.
I would not "massage" flight times on different resumes for different employers... that would be really easily to screw up since you'll likely be updated multiple applications and resumes multiple times.
Personally, I would customize the cover letter but keep the resume generic... airlines are all similar enough that one resume should cover all. Or as PRS said, but a custom objective on each resume. But watch your version control!
