Hi, I'm familiar with the KC region.
With regards to flight schools, there are several all within a 30 min drive of each other. All have plenty of work, and 3 I can name you, that can do your CFI and MEI. All schools are very good, and would be great to work at, with advancement opportunities. I have had friends work at 2 of the schools, and gave good reviews for both.

To move or not to move
Get out of California.
Kansas, while being somewhat flat, is a much better place to live and raise your children than what you described. The southeastern portion’s topography is a little varied and has something to offer.
Negotiate your responsibilities, benefits and pay with confidence, as you are a known quantity to them and are therefore better than a “bird in the bush” new hire prospect.
Bear in mind, though, a lateral move to Ks will pay less, as it doesn’t have Ca’s cost of living. You may probably end up working for less, but it will cost less to live there. You may need to think on a bottom line perspective after all your expenses, not just from a strict view on a net payroll amount compared to what you make now.
Not as many flying days in SE Kansas, but it is good most of the year.
