Byrne Letter of Interpretation
If anyone has the Byrne Letter of Interpretation could you please send me a copy. I just heard about it yesterday and would like to read it for myself.

The Byrne Letter of Interpretation is a letter regarding flight and duty time provisions outlined in 14CFR 121.471. The letter describes if actual flight time varies or deviates for reasons beyond the control of the carrier: for example, maintenance or weather, Flight Crewmember reduced rest requirements shall remain in the same category as originally scheduled.
I did a little google searching and the below link is all I could find. From what I read of this memo it reaffirms reduced rest lookback requirements can't be reduced further. And that prior to excepting your next leg you must confirm you have a legal rest period whether that rest is reduced or not. I also believe it to be stating actual (past flight time) must be applied and scheduled flight time (future) must be taken into account.

Your research problem is that "Byrne Letter of Interpretation" isn't helpful. Donald Byrne was an assistant Chief Counsel with the FAA and wrote a bunch of letters of opinion.
Do you have a date or at least a year to narrow things down?
You might try a search for 121.471 in the FAA's Chief Counsel Opinion database. The one you are looking for or others that refer to it might be on file.

Look under Bergner, under 1992, this is one of the key documents to look at.
If you give me the specific provision in 121.471 you are looking to know the interpretation I may be able to give you more, or who the letter was addressed to.
