I agree with Phantom. As soon as you hesitate or look like you are trying to hide something in a panel interview, they will smell a rat. And with the invention of computers, who knows how long the information is kept out there?
Admitting that you've made a mistake, learned from it, and have tried to prevent others from making the same mistake, is a big positive for a potential employer.
Of course, there are some issues the company will not be willing to over look and that is the chance you will have to take in coming clean. Otherwise, if you lie, you spend a long career hoping that they don't end up finding out. And there are so many ways an employer can luck into some bad information.
