How many people interviewed, took the CJO and never showed for class? Those are the ones who rejected you.
The applicant is interviewing you just as much as you are interviewing them

OP signed on as a CONUS little plane pilot, during training atlas changed the deal when they dropped Amazon, that's a super easy explanation at a interview
"I didn't want to do long haul international flying for family/whatever reasons, it was clear I was going to be moved that direction as I had no seniority, thus I resigned"
So long as his next interview isn't also for a long haul international gig, this is a fully logically completely sound explanation
I also I wouldn't put atlas on the resume, it's not appropriate as the guy never even flew the damn plane, this is a interview or disclosureure thing, and it's really not even a event
A couple of points;
Folks come to Atlas interviews for a couple of reasons
They really want to work here
They want to practice interviewing
They might want to give it a try
They want the Boeing rating/121 experience
We hand out a lot of CJOs, I really have no skin in the game after the decision is made to offer and really don't feel "rejection"
We discussed ad naseum whether he should put Atlas on his resume. Either way, because of PRIA he will have to explain it in any interview. Some screeners will find it evasive if left off the resume

tell me a time when you (insert any ethics wise)
"I accepted a offer for the small plane at atlas, during training they dropped Amazon which was going to change the type of flying I was going to do, I decided to resign as international long haul wouldn't work for my family, instead of staying and getting the type using their resources, staying in the hotel they paid for and using them for a type rating knowing I was going to leave, I decided to resign before sims started"

however if someone wants to work for atlas but you don't give them a offer they got denied
if you give them a offer and they don't take it you got denied
