First off, if it goes the arbitration route, you can still negotiate with the company. As for scope, it's off limits and cannot be arbitrated.
As for the 40 million, it's actually cost neutral which would be 0. But remember we get the avg of united and delta on jan1/2016.(hopefully delta pilots sign their new contract by then.
So, if they play hard ball, we still get a raise, it's just delayed. What do they get? A ****ed off pilot pool, no increase in RJ seats, And a regional pilot shortage which will result in giving routes back to mainline to maintain ASM. ( they already gave back DEN and MSP out of ORD due to lack of crew for the EMB 175).

Why? Wasn't the last contract on time? Didn't they just give their fas a raise when they didn't have to? Don't they keep saying labor is the most important part of delta??

They gave the FAs a pay raise because there was talk of another unionization vote, and it was a finger poke in Parker's eye.
