Lot's of things could be viewed as myopic, but in the context of a seniority dispute all things (action or inaction, by all parties) must be viewed as a negotiating strategy or a legal strategy (which itself affects the negotiations strategy).

USAPA's resolution is a legal maneuver, USAPA's BPR just voted in the original merger protocol agreement that APA's merger committee originally agreed to before reneging.

Negotiating notes substantiate that months ago the APA merger committee agreed to the Merger Protocol Agreement that USAPA's BPR committee approved yesterday.
However, the APA merger committee is not the signing agent for APA.
USAPA's is just posturing for the pending lawsuit, and arbitration.
This is what happens when both APA and USAPA lack integrity—things get dirty.
