They can if you proffer for a trip the day before and don't get it. Of all the incomprehensible nonsense that makes up the reserve work rules, that is the most egregious. You volunteer to work on a day off, get told no thanks, then get your day 1 RAP moved earlier for your trouble.
Do they always do so? No. But it's absurd they get the option simply by virtue of turning your request to work OG down.

This happened to me the 2nd time I did a PVR, and I called CS saying I can’t make it there for that RAP, and they adjusted It for me with no issue. I have since decided not to bother even though I’m commuting to SC.

I think you’re confusing a DOTC ballot (aka volunteering for OG/PR like you say) which is NOT the same as “participating in DOTC on your last DFP” which you would do via a PVR in order to have a better chance of being assigned on your first day of reserve. That means participating in the process where they farm out the next days trips (which is your first day of reserve) starting at 10am. That option is where they can assign you a different RAP if there are no trips left by the time they get to you.

You don’t have to proffer OG or PM to suffer this fate. The 60 page APA reserve bible makes it clear that this can happen to those short call people foolish enough to proffer reserve preference (RF) on a day off during DOTC leading into a commutable RAP. They can take your 1100 or 1500 and turn it into 0200 just for you having the audacity to ask for a 3 day in open time.
all this confusion is why I said I don’t recommend PVR in the first place 😂
should also add why “proffer” is a poor term to use when discussing what the company calls “preferencing” for trips…annoying because sometimes even the union uses it.

PVR has worked well for me. But I will only do it if I have an uncommutable RAP to start with. That way worst case is what I already have.

If you use PVR to voluntarily remove your Day 1 RAP to be processed in the LC/SC bucket vs the SC bucket, then you're opening yourself up for a different RAP if no trips come to you.
When I was commuting for my first 3 months here, I heavily leaned on the PVR process. I managed to snag trips that got me back on my last day of reserve either at 11 am, 1 PM, or 3 PM making it possible to commute home the same day. I was fortunate to never find myself in the commute the day prior and day after situation. Was always able to commute back home same day as my last day.
PVR can be huge for a commuter on SC. But certainly know the risks if you have a later Day 1 RAP. I always got the 5 am RAP, so the risk was minimal for me. Plus I wanted the 5 am RAP as a commuter to myself up for the last day and the 6 hour auto release. Always tried to grab the 2 am or 5 am RAP on the last day.

I think we are confusing multiple issues.

PVR for a Day 1 RAP is completely different, and is only to your advanatge if you like early (noncommutable) RAPs, because you have a high chance of getting that.
And both of these concepts are indepentent of the new RAS.
